3. If the domain name owner renews the name, then the domain name returns to its status in Stage 1.

Some registrars may impose an additional administrative "penalty fee" to renew domain names during their grace period. If the domain name owner renews during the grace period, then the name returns to Stage 1.
6. At the end of the grace period, the existing owner can no longer renew their domain name and has lost all control over it. The domain name will return to general availability.

The Pending Delete Domain Evaluation Program is a new beta offering from VeriSign that identifies a set of valuable data points to help you evaluate domain names that are pending deletion from the active zone (i.e., after domain names have passed the Redemption Period in the domain name life cycle).
Users will be able to review the traffic statistics and content attributes to better evaluate domain names that are pending deletion from the active zone. This will allow users to prioritize which names from the pending delete pool are attractive and allocate investment budget accordingly to a portfolio of domain names that should be registered.
Each report will only contain .COM domain names that are up for deletion a full five days in advance of the actual deletion date (with the report being generated one day in advance of the described period) – e.g. a report generated and issued on October 1, 2009 will illustrate traffic statistics and data attributes for only those domain names set to delete on October 7, 2009.
How to View the Reports

The request is first sent to a local resolver. The resolver splits the request into its component parts. It finds the .org registry and forwards the request over to the .org registry to find the IP address of icann.org. This answer is forwarded back to the user's computer.
Why do we need the resolvers? There is a reason why we can't we use the root servers directly even though they contain almost all of the same information. Performance is the reason why. The root servers will not be able to handle billions of requests coming its way every day and thus would slow users down.
